Records as history, not requirement
Remediation is not permit-heavy and preservation reaches it only if exterior work is required. The stormwater record is still useful indirectly: chronic water arriving at a structure is the underlying cause of most local growth, and in this housing stock that usually means a vented crawlspace over damp ground. Fixing the water is the part that stops it returning.
Official sources
Find the moisture source, not just the growth
Citywide records cannot tell you where water reaches your crawlspace, what is inside a wall cavity, or how humid the space runs. Establish the source and take readings, ideally through an assessor who does not sell the removal.
